The International Judicial
Academy is pleased to announce that Richard Figueroa, former U.S. State
Department diplomat and official, has joined the Academy as Vice-President for
Latin American Programs. In such capacity Mr. Figueroa will be responsible for
developing educational programs for the Academy in Central and South America
and the Caribbean.
Mr. Figueroa is a retired
diplomat with over 20 years experience in the U.S. Department of State. While
at the State Department he had diplomatic postings in Spain, Russia, and
Belgium, where he worked at the U.S. Mission to the European Union, as well as
domestic assignments in various bureaus of the State Department. A native of
Puerto Rico, in December 2008, he was appointed by Puerto Rico Governor Luis
Fortuño as Executive Director of the Puerto Rico Federal Affairs Administration
(PRFAA.) At the helm of PRFAA, Figueroa advised the Governor and served as his
chief representative before federal, state, and local governments throughout
the U.S.. PRFAA has offices in Washington, D.C., and New York City.
A
distinguished public servant, Mr. Figueroa is the recipient of five U.S.
Government Superior Honor Awards, including one received in 2006 for outstanding public outreach in Spain. He was nominated in 2005 for the Secretary of State’s
Public Speaking Award. Mr. Figueroa attended primary and secondary schools in
Puerto Rico, and earned a B.A. from Yale University and a Juris Doctor (JD) degree
from Columbia University School of Law. He is admitted to the Florida Bar and
most recently worked as a government relations advisor in the Washington office
of a Puerto Rico-based law firm. He speaks five languages: English, Spanish,
Portuguese, French and Russian.
In November and December the IJA will host two
delegations of Brazilian judges for seminars. The theme of the first seminar
will be the criminal justice system and issues of court and judicial
administration. The second seminar in December will focus on social security
issues.
Twenty judges from the Maritime Division of the
Supreme People’s Court of the People’s Republic of China will visit the Academy
in the fall for a program on admiralty issues and how U.S. courts deal with
maritime cases. Also in the fall the Academy will host two smaller Chinese
delegations, one from the China’s Supreme Procuratorate (prosecutor agency) and
one from the Supreme People’s Court.
