Integrating Disciplines: Cyber Security, Law and Policy

The Georgetown University Institute for International Law and Politics and the Lawrence Libermore National Laboratory will be co-sponoring a panel discussion "Integrating Disciplines: Cyber Security, Law and Policy." The panel will feature technical experts, policy makers, and legal scholars, who will discuss recent developments designed to protect vital government information systems from hacking and cybernetic attack and make legal and policy recommendations for improving network security in the future. The panel will take place in the ICC Auditorium on Georgetown University's Main Campus at 37th and O Streets NW from 10:00 AM to Noon on Thursday, October 1, 2009. Trends and Issues in Terrorism and the Law

"In the 21st Century, is terrorism limited to the seizure of vessels on the high seas or does it include measures such as depriving others of food or shutting off the water supply to communities as a whole?"   - Dean Robert V Ward, Jr.

This conference will explore the definitions of both terrorism and armed conflict, the difficult balancing act of ensuring national security while preserving human rights, and investigate how other areas such as the environment, immigration, micro-financing, and rule of law initiatives relate to developing better solutions within the law.

We will also examine how the international community has responded to terrorism, both historically and recently, though international and regional agreements, the U.N. system, and in customary law.

This year HiiL will bring together some of the world's preeminent scholars, practitioners, representatives of leading businesses and NGOs, and government officials for the Third Law of the Future Conference. Participants will engage in debate on the changing role of private actors in a globalising world and the principles of public-private cooperation in shaping law and (global) governance. The goal is to identify common trends (or the lack thereof) and to formulate recommendations as to what legal environment is necessary for and conducive to such mutually beneficial collaborations. The conference will focus on four highly relevant fields pertaining to corporate, academic, and public interests alike: *Private actors and self-regulation; *Regulation of financial markets and institutions; *Enforcement of corporate social responsibility standards; *The realisation of the Millennium Development Goals through public/private partnerships. The Conference keynote speeches will be delivered by Professor Gunther Teubner (University of Frankfurt) and Mr. Peter Wakkie (Executive Vice President and Chief Corporate Governance Counsel, Royal Ahold N. V.)

International law in the 21st century has increasingly responded to and been challenged by domestic measures which aim to address various health risks. A number of different international organizations and instruments engage the intersection of science, risk and law. These include the World Health Organization, the Conference of Parties of the Convention on Biological Diversity, the World Bank, and the World Trade Organization with its Agreement on the Application of Sanitary and Phytosanitary Measures (SPS). Scholars have accordingly studied the relation of risk regulation, science, law and international governance from various disciplinary perspectives, including political science, economics, sociology, psychology, philosophy, and law. The International Economic Law Group (IELG) of the American Society of International Law (ASIL) will host a special Research Forum in early December 2009 to discuss the emerging complexities and interconnectedness of risk, science and law as they relate to international governance. The conference will take place at Chicago-Kent College of Law in Chicago, IL on December 5 (Saturday), 2009.

The Rule of Law Practitioners Course

The Rule of Law Practitioners Course is a five-day foundational course that is geared towards practitioners working on rule of law promotion in conflict affected states. Drawing upon on-the-ground experience, lessons learned and best practice examples from conflict affected states, the course offers a comprehensive introduction to the rule of law from theory to practical application. Participants from international organizations, the US government (military and civilian), foreign governments, national actors from conflict affected states, the bilateral donor community, academia and the non-profit sector will have the unique opportunity to enjoy a common learning experience. Call for Papers: New England Journal of International & Comparative Law (NEJICL)SYMPOSIUM - March 19, 2010, Boston, Massachusetts. This call for papers seeks submissions for inclusion in the New England Journal of International and Comparative Law's Kadi-themed Symposium Edition. Accepted authors are invited to present their papers at the New England Journal of International and Comparative Law's Kadi-themed Symposium March 19, 2010. NEJICL will arrange for flights, hotel and other reasonable accommodations. We are seeking papers that address the issue of normative hierarchy among international regimes, and the implications for international organization, including the issue of judicial review by international courts of the legal acts of other regimes Submission Guidelines The format for submission is 8 ½ by 11 paper with 1 inch margins and 12 point Times New Roman Font (double-spaced). The length of the paper must be 35-50 pages. Abstracts for the papers should be sent by October 31, 2009 to Noah Levenson at noah.e.levenson@nesl.edu. Please limit abstracts to one page in length.
